Parameters

A DoubleBandMatrix: A banded matrix.
a Double: A scalar.

Return Value

DoubleBandMatrix
A banded matrix, B, with the same upper and lower bandwidths as A, and B[i,j] = A[i,j] * a whenever j - i is less than or equal to the upper bandwidth of A, or i - j is less than or equal to the lower bandwidth of A.
